This is typically caused by a sudden movement or a low speed of the camera's shutter. To find a good balance, it is important that the camera's ISO sensitivity should be increased to match the higher shutter speed used in this type of photography.

Other elements that determine the quality of your images include dust, windows, and the lighting. If you are allowed, roll the windows down to avoid taking your own reflection in the photo, unless of course, if it is part of your concept. However, if you cannot have the windows rolled down, move your camera as close to the window to minimise the blur that can be taken from the vehicle's window.
